Information Management
Information management is one of the key components of any world mine action program. The Information Management System for Mine Action (IMSMA) was developed to help make mine action safer, faster, more effective and efficient. IMSMA is currently in use in more than 80 % of mine action programmes around the world and is the United Nations preferred information management system for mine action. They are two generations of IMSMA database exist in mine action community. The IMSMA Legacy was developed by the Swiss Federal Institute for Technology more than ten years ago which was installed and used in more than 40 countries, including Tajikistan.
The IMSMA NG is an information management system designed to support the complex information management needs of the mine action community. Its client-server architecture enables stand-alone installations to support small programmes with one or two users as well as networked installations for large programmes with 50 or more users distributed across multiple sites and organizations.
Information management is conceptualized in a cyclic order, rather than as a linear process. A cycle allows for feedback and alteration throughout its implementation.
A strategic plan of action is the starting point. It should reflect the way in which resources will be used to answer future needs for information.
Organization and coordination of the information management activities must be arranged in accordance with certain policies and in achievement of clearly defined objectives. For example, selected data collection sources, methods and trials must be properly chosen.
All procedural steps should be clearly understood by all stakeholders. It is important that they are flexible enough to allow for alterations if they do not meet needs. The controlling and monitoring processes assess progress against the plan of action. It should produce useful feedback for the adjustment of procedural guidelines inherent to the data collection sources, methods and trials.
Finally, if data is not used nor disseminated it becomes useless. Relevance, timeliness and accuracy are the three principles that should guide usage and provision of information.
Tajikistan Mine Action Center (TMAC) is in a transition process from IMSMA Legacy to IMSMA NG. Therefore, all the relevant IMSMA form and operational templates are revised that reflect the country specific needs which will better help the program when it comes to decision making processes.
