Land Release

The Tajikistan Mine Action Centre (TMAC) is the authority responsible for the overall management of mine action within Tajikistan. This responsibility includes the establishment of procedures for clearance activities and ensuring that the clearance requirements are met.

Humanitarian mine clearance in Tajikistan is governed by National Mine Action Standards (NMAS). NMAS take their lead from the International Mine Action Standards (IMAS) and were modified to reflect the conditions on the ground in Tajikistan with its physical geography, terrain and weather conditions. The NMAS were formally approved by CHIIL in March 2008. With the emergence of new ideas, new clearance methods, and immersed non-standard or new conditions in operations the NMAS are periodically updated. Based on NMAS, de-mining agencies develop their own Standard Operating Procedures (SOP), which are subsequently approved by TMAC.

Manual clearance is the most common and versatile of all demining operations, and manual clearance assets are an important component in any mine action programme. To be fully effective manual clearance resources must be carefully managed and controlled to ensure that they are properly employed and that clearance is carried out safely, efficiently and effectively.
