The Tajikistan Mine Action Centre (TMAC), as the authority for mine action within the country, is responsible for ensuring that mine action organizations operating within Tajikistan have the necessary capabilities to safely, effectively and efficiently conduct mine action activities. It has adopted a two-stage approach to determine this. Stage 1 (Quality Assurance) involves the accreditation and monitoring of the mine action organization before and during mine action activities. Stage 2 (Quality Control) involves the inspection of cleared land before it is formally released for use.
Accreditation is the process used to establish and confirm the quality of mine action organizations and to formally recognize them as competent to manage and conduct mine action activities to the required quality. It provides credibility to mine action organizations and gives confidence to funding agencies and the beneficiaries of mine action.
In accordance with the requirement of the Government of Tajikistan, no mine action organization will be permitted to manage and conduct mine action activities within Tajikistan without first receiving organizational and operational accreditation from the TMAC.
A mine action organization seeking accreditation to operate in Tajikistan must first register with the Government in accordance with the law. TMAC conducts accreditation on demining assets such as Mechanical machines and Mine Detecting Dogs (MDD).
During the accreditation of Mechanical demining machines the following elements of mechanical assets will be assessed:
• For mechanical assets to be employed in a ground processing role, the performance of the asset in destroying, detonating, collecting, removing or otherwise disabling mines and, if applicable, UXO.
• The nature of the residual threat, in terms of hazardous items, remaining from the employment of the mechanical asset in a ground processing role and the means and manner of countering this residual threat.
• The safety of the asset; in terms of the operator, supervisors and other personnel required to be at the mechanical demining worksite.
• The operational procedures for the employment of the mechanical asset; including management, supervisory, logistic and other support systems.
• The suitability of the mechanical asset in relation to its operating environment.
• The operational procedures for integrating the mechanical asset with other demining operations such as manual clearance or MDD.
During the accreditation of MDDs, the following elements of MDD teams will be assessed:
• The qualification and operational experience of individual MDD handlers.
• The performance of individual MDD teams in the range of required operational accreditation tests.
• The operational procedures for employment of the MDD teams; including the management, supervisory and support systems.
• The systems for providing appropriate kenneling, veterinarian and other logistic support to the MDD team.
• The operational procedures for integrating the MDD teams with other demining operations such as manual clearance and mechanical operations.
